Abstract
                    In recent  years, the climate change is  getting more  and more serious. Frequent typhoons and heavy rains aggravate the hazard factors, resulting in more compound disasters. Simultaneously, these compound disasters make the task of disaster prevention more difficult. The  disaster  management  includes  four  stages:  Reduction,  Preparedness,  Response,  and Recovery.
